How a receipt earns publication
Population
Each report names the included accounts, units, or workflows in privacy-preserving aggregate terms and states its denominator.
Definitions
Every metric defines its event, start/end time, numerator, denominator, and exclusions before publishing a result.
Evidence
Reported values must be traceable to dated operational records; a metric without sufficient evidence remains unpublished.
Misses
Exceptions, cancelled actions, regressions, and interventions are reported with what changed. A zero-miss claim is not assumed.
Privacy
No report publishes tenant PII, property addresses, payment credentials, or a slice small enough to expose a participant.
